The Ontario Lottery and Gaming Corp., will launch a secure internet gaming website by late 2012, according to a report released Monday that plans a major overhaul of the province's gambling industry.

The OLG is pushing for substantial changes to gambling in Ontario, including a new casino in the Greater Toronto Area and moving its gaming facilities to the private sector.

Finance Minister Dwight Duncan said a "socially responsible and secure internet gaming site" operated by the OLG will be live by 2013.

The report is also calling for the sale of lottery tickets online.

According to the report, Ontario residents wager an estimated $400 million on unauthorized gambling websites. The Ontario lottery governing-body will join its counterparts in British Columbia, Quebec and Atlantic Canada that operate authorized internet gaming websites.

OLG will launch its website in late 2012, according to the report, and fully in 2013, with measures to prevent identity theft, problem gambling and financial fraud.

Internet gaming will deliver $375 million in revenue to the province and create 50 jobs at the OLG and in the industry in its first five years of operation.

It will also unveil a total internet gaming platform accessible by computers and mobile devices to buy lottery tickets, play interactive casino-style games and peer-to-peer games such as poker.

The report's recommendations include assigning its gaming facilities to private-sector operators, expanding the sale of lottery tickets at grocery and department store checkouts, and moving gambling online.

The proposed changes will mean $1.3 billion in new revenue annually, according to the province.

A new casino in Toronto will be built subject to approval by city council.

The OLG said it would need to spend $1 billion to maintain its current service.
